Module std.net.config
Node configuration from [cluster] in hew.toml and HEW_NODE_* overrides.
Import std.net to use NodeConfig.load(). Configuration loading
does not start a node or create identity files; Node.start(config) applies it.

Read [cluster] from hew.toml, or the file selected by
HEW_NODE_CONFIG, then apply HEW_NODE_* overrides. A missing default
file permits environment-only configuration; an explicit file must exist.
bind and key are required. Lists in the environment use TOML array
syntax, including [] to clear a list. File key paths are relative to
the configuration directory; environment key paths are relative to cwd.
